 According to the Health and Safety Authority (HSA), manual handling is defined as any activity requiring the use of hand or bodily force to transport or support a load. This includes lifting, lowering, pushing, pulling, carrying, or moving loads, encompassing both inanimate objects and people, which involves risks of injury (particularly to the back). 

 Key Aspects of the HSA Definition:

  • Actions: Lifting, putting down, pushing, pulling, carrying, or moving.
  • Loads: Objects, people, or animals.
  • Risk Factors: The definition applies specifically to tasks involving risks—often due to unfavorable ergonomic conditions or characteristics of the load—which could cause injury.
  • Legal Basis: Defined under the Safety, Health and Welfare at Work (General Application) Regulations 2007, Chapter 4 of Part 2, which requires employers to avoid or reduce the need for manual handling.

 Common Examples of Manual Handling:

  • Lifting/Carrying: Moving boxes, files, or equipment.
  • Pushing/Pulling: Operating trolleys, beds, or moving heavy doors.
  • Supporting/Moving: Holding a load or assisting a patient.

 Employers must perform a manual handling risk assessment to identify risks and put appropriate control measures in place.

 According to the Health and Safety Authority (HSA), work at height is defined as any place—at, above, or below ground level—where a person could be injured if they fell from that position. This includes accessing or leaving any such place (except by a staircase in a permanent workplace) 

 Key aspects of the HSA definition include:

  • No Minimum Height: There is no "2-metre rule." If a fall could cause injury, it is considered working at height, even below ground level (e.g., into an excavation).
  • Examples: Working on a ladder, roof, scaffolding, or near an open excavation.
  • Legal Duty: Employers must manage risks by following the hierarchy: avoid, prevent falls, or minimise the consequences of a fall.
  •  The regulations apply to all employers and self-employed individuals

 As of November 20, 2023, the 

Health and Safety Authority

(HSA) in Ireland makes it mandatory for all workplace ATV/quad bike operators to complete certified, practical safety training from a registered provider (e.g., ABA, QQI). The mandatory training must meet the 

5N1752 Certificate Standard.

 Key Requirements:

  • Mandatory Training: All users must undergo a certified ATV training course (typically one day for experienced operators).
  • Certified Training Provider: Training must be with a registered trainer like Lantra, QQI, City & Guilds, or similar.
  • Helmet Usage: It is mandatory to wear a helmet when operating a quad bike.
  • Risk Assessment: Operators must conduct a risk assessment for ATV usage.
  • Documentation: Operators must hold a valid training certificate

 Training Curriculum Focus:

  • Safety Assessments: Identifying hazards and risks.
  • Maintenance & Checks: Routine inspections and daily checks.
  • Operation Techniques: Safe starting, maneuvering, and speed management.
  • Specialized Handling: Safe operation of trailers, attachments, and load management.

 Compliance Check:
HSA inspectors can demand to see evidence of training and helmet use during inspections. The 

Road Safety Authority

(RSA) also advises that operators should be at least 17 years old if using the ATV on public roads.
